The main objective of PSAMIDES project is to: Optimise the performance of small- and medium-sized ports, as well as marinas, through the implementation of innovative tools that help manage tourism flows, control costs more efficiently, provide more services to users and particularly boost the eco-innovation of these ports while reducing the negative environmental externalities resulting from tourism activity.

To achieve this, PSAMIDES will focus on two broad areas:

  • Create a blue growth community of small- and medium-sized ports. While adopting a transnational approach, PSAMIDESseeks to enable small- and medium-sized ports to create an integrated business ecosystem that provides support to innovation and helps them overcome the current limitation of funds and personnel so that they can identify, by themselves, the most effective solutions in each case.
  • Improve blue growth governance. PSAMIDES will create an effective multilevel governance tool and methodology to enable the management experiences to be capitalised, which could be reproduced in hundreds of ports in the MED area.

PSAMIDES will link two key sectors of the so-called “blue growth”. On the one hand, the ports, and, on the other, coastal and maritime tourism. According to EPM studies, these two sectors combined account for 51% of the gross value added, 69% of jobs and 61% of profits of the total of the EU’s blue economy, particularly focused on the MED area.

The project is led by the Euroregion Pyrenees Mediterranean (France). Beside Institute of modern technology Montenegro, the partners on project are: Ports Illes Balears, Ports de la Generalitat de Catalunya, Port de Sète, Port of Heraklion, Pôle Mer Med, Athena R&I Center, University of Rijeka, and SAS Noveltis.

The budget of PSAMIDES project is around three million euros (2,4M € funded by EU Commission).

Supporting Female Youth from BiH and MNE in entrepreneurship, employment and leadership in ICT  – FY4ICT 



FY4ICT project is aimed on educating and motivating female youth from BIH and MNE to start their careers by fostering entrepreneurial mind-set in ICT with the exchange of best practices and non-formal learning mobility with experienced EU partner institutions (from Slovenia and Bulgaria).

FY4ICT project is focused on strengthening connections and links between BIH and MNE female youth organizations through newly established WB Regional Entrepreneurship Hub of Women in ICT which will be responsible for developing of entrepreneurial environment at regional level, capable to respond to all challenges and perspectives, and thus spreading visibility and connections at local, regional and international level, all enhanced by innovative web/mobile platform for networking, social/professional promotion and learning.

The specific objectives of project are:

  • Strengthening entrepreneurship, employment and leadership in ICT among female youth population in BiH and MNE;
  • Development of core competencies in specialized topics of ICT through new training schemes and ICT enhanced learning approaches;
  • Creating WB Regional Entrepreneurship Hub of Women in ICT (Women4ICTHub@WB) aimed on providing sustainable grounds of regional support for promotion, education and business support for female youth in ICT in BiH and MNE.

Enhancing Montenegrin Entrepreneurship and Tourism – eMEET



The main goal of project is to educate and motivate young people to start their careers by fostering entrepreneurial mind-set, boosting employment of young people in tourism by building up their capacity, with the close inter-regional ME-RS cooperation, exchange of best practise (with highly experienced EU partner from Slovenia) and non-formal learning mobility with experience EU countries (Spain, Germany).

The specific objectives of project are:

  • Strengthening of entrepreneurship among young population in ME&RS;
  • Improvement of core competences in tourism; basic & innovative solutions development trainings;
  • Creating of Open Education Centre in Tourism as a Youth work education program in business & tourism aspects, with three main goals: a) career counseling, b) information sharing– youth contact point (e.g. dissemination of information about EU programs), c) personalized educational platform aimed on monitoring learners’ progress and maximizing achievements.

Description: PH-ELIM is focused on modernization of ME educational system in public health in accordance with interdisciplinary approaches widely used at EU HEIs, with simultaneous improving international visibility of ME HEIs, capacity building of their staff members, and creation of innovative evidence-based highly quality educational approaches. Developed system will be fully adapted to ME specificities and national needs and demands, thus making graduates capable to respond to modern challenges.

Key project goal is to enhance educational system in ME in accordance with well known EU best practices, thus providing education of public health professionals making them highly skilled to support nation in creating sustainable and flexible health system, providing good quality health, protecting of citizens against health threats, all by cost-effective and straightforward approach.

Specific objectives of project are:

  • Enhancement and modernization of curricula and programs in public health fields (public health law, health management and economics, health informatics, medicine) at different levels in educational system in ME (from undergraduate to PhD level);
  • Enhancement of the level of competencies and skills of staff members from ME HEIs by sharing evidence-based public health teaching models of innovation and good practice; respecting the diversity of national and EU population health challenges and threats;
  • Creation of new learning and teaching approaches in public health through developing National Platform for Education and Research in Public Health, ICT enhanced evidence-based learning and teaching materials, etc.;
  • Strengthening internationalization of ME HEIs, including increased visibility of staff members and participating institutions’ profiles in international teaching community in the areas of public health.

Enhancement of cyber educational system of Montenegro – ECESM

The ECESM project has been designed to enhance overall cyber security posture of the Montenegro (ME) by accelerating the availability of educational and training resources designed to improve the cyber behaviour, skills, and knowledge of every segment of the population.

The main project objective is to improve, develop and implement standards, guidelines and procedures at national system levels in ME in order to enable creation of agile and highly skilled forces capable of responding to a dynamic and rapidly developing array of e-threats.

ECESM project will build highly aware ME society through establishing a cyber-education framework through providing:

  • extensive workshops, presentations and promotions for citizens and all levels of staff involved in broad swaths of the economy and individual actors, representatives of organizations, etc.;
  • specialized training for specific groups of workers, related to their range of responsibilities and jurisdictions, ranging from state and local governments, private sector, critical infrastructure owners/operators, large companies, small businesses, academic institutions, and other interested parties;
  • Accredited master program recognized and supported by relevant international academic society, for continuous future education of highly skilled professionals in specific areas of cyber security.

Project goals and outcomes will fulfil issues defined through the ME process of examinations with the EU (screening chapter 10- Information society and media, Dec, 2012). Quality Control and Monitoring of project activities and results will be realized continuously throughout the whole duration of the project.

sincheSupport and inclusion of students with disabilities at Higher education institutions in Montenegro  – SINC@HE

 Description: The SINC@HE project has been designed to improve the quality and relevance of support and inclusion of students with disabilities in Montenegro. The main project objective is to create the conditions and standards that will assimilate the quality of inclusion of students with disabilities in EU HEIs and will be harmonized according to EU practices and policies. Developed standards would be incorporated into existing legal and sublegal acts at the national levels and at the HE institutional levels. A long term objective of the outcomes will be to strengthen the open society values regarding the inclusion of students with disabilities in HEIs. In order to provide a solid base for the implementation of newly developed inclusive standards the SINC@HE project will build necessary capacities through establishing a framework for improving support and inclusion and quality assurance at HEIs that will be incorporated in HEI regulatory documents.

HEIs have to keep the academic and non academic staff well informed and trained on the needs of students with disabilities. Thus, the SINC@HE project will provide extensive training for all levels of staff involved in support and inclusion of students with disabilities in HEIs.

Results of this project are:

  • Student advisory office is established in order to provide information and help to students with disabilities. In this office all purchased special equipment is situated and students can rent it for free or use in Office.
  • Web sites of Universities are adjusted to student with disabilities. Lot of special features are integrated in existing web site, so now web site is completely accessible to students with visual impairment, hearing damage.
  • Moodle platform is adopted, that mean that all materials (books, exam tests, presentation, etc.) for students with disabilities have option to be transferred from text to the speech.
  • University staff is trained to recognize special needs of students with different kind of disabilities and provide materials/organise exam in adequate form for them.
  • Universities are delegated person who is responsible for solving problems of students with disabilities.
  • University of Montenegro, Mediterranean University and the University of Donja Gorica, signed the.”Charter relating to the support and inclusion of students with disabilities in higher education institutions in Montenegro”

Conducting survey among HPC providers and competence centers and Enterprises from automotive and electronic industry in Montenegro

IMTM is sub-contracted within InterReg Danube Transnational project INNOHP C- High-performance computing for effective innovation in the Danube Region(Reference No.: DTP1-1-260-1.1/2).

(Project) Description:

The main objective of InnoHPC is to create transnational HPC laboratory for co-designing knowledge-intensive innovative products with high value-added in transnational value-chains. Key outputs are transnational InnoHPC Lab pooling regional HPC infrastructure and competencies, web platform providing HPC access, integrated services and capacity building tools, and sustainability toolkit, to support durability of InnoHPC Lab beyond the project.

InnoHPC targets SMEs and clusters, providing the opportunity to increase efficiency of innovations and join transnational value-chains in the Danube region. Higher education and research institutions with HPC will get access to exciting real-life cases and opportunities to exploit their entrepreneurial potential. Policy-makers and business support organizations will receive a valuable institutional support for their policies and initiatives.

IMTM was engaged by INNOHP project partner Regional Development Agency for Bjelasica, Komovi and Prokletije to conduct survey among HPC providers and competence centers and Enterprises from automotive and electronic industry in Montenegro and to select participants for regional workshops and make necessary arrangements for their participation.


Development of specialized software for education of children with disabilitiesFields: mathematics, computational literacy, linguistic exercises, lifestyle skills and drawing

IMTM is sub-contracted within IPA CBC Serbia Montenegro project “Support to Inclusive Education and Training for Everyday Life for Children and Youth with Disabilities” (Reference No.: EuropeAid/137273/DD/ACT/Multi: IPA No 2016/378 273_12)


Description: The overall objective of the project is improvement of social inclusion and quality of life of children and youth with disabilities (CYWD) in Montenegro and Serbia through the development of cooperation in the cross-border regions and the use and sharing of human resources and achievements.

IMTM was engaged by Day care center for children and youth with disabilities „Pljevlja“ to design specialized software for education in the following  fields: mathematics, computational literacy, linguistic exercises, lifestyle skills and drawing.

IMTM developed semi-customisable, multimedia software solutions in learning rehabilitation through use of assistive technology, developed on native language (Montenegrin or Serbian).  One of key software goals is to stimulate few development fields simultaneously, with an emphasis on directing the attention, users’ concentrations and their adequate retention.

Description: The general objectives of the Project are to develop ICT at the project area for the purpose of development of economy activities and support of public administration to the businesses. Specific objectives are building of ICT infrastructure, expansion of the services public administration offer, building the ICT capacities and promotion of usage of new technologies and its potentials.

IMTM was engaged by Public Utility Company “Budva”, Montenegro to make a plan for reducing gap in the Adriatic area, and implement planned actions. IMTMs’ role in the project was:

  • The development of a Document Management System (DMS)
  • Developing a software for the monitoring of fleet resources, monitoring fleet serves, monitoring inventories, etc
  • Mobile software applications for the application, verification, waste timetable for enterprises and private consumers including live tracking of vehicles (Android app: The Clean Environment Budva)
